SDUT held the information session on the reform measures of the scientific research system and mechanism in the Art Center Auditorium on the afternoon of October 17th, explaining the six documents recently issued to deepen the reform of the scientific research system and mechanism. The information session was attended by SDUT leaders: LYU Chuanyi, ZHANG Tiezhu, HU Xingyu, YI Weiming and heads of relevant departments, heads, deputy heads who are in charge of scientific research and scientific research secretaries of all schools, heads of all research institutes, heads of scientific research teams, and scientific researchers with doctoral degrees and lecturer titles or above attended the meeting. The session was presided over by YI Weiming, who is the member of the Standing Committee of the Party Committee and Vice President of SDUT.
HU Xingyu, deputy secretary of the Party committee of SDUT, interpreted thoughts on the reform of scientific research system and mechanism and the main breakthrough points of the documents. He pointed out that Party committee of SDUT highly valued the reform of scientific research system and mechanism. The thought of this reform is that under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should carry out the work plan of the State Council and People’s Government of Shandong, undertake the main responsibility of scientific research management, emancipate the mind and respect the laws of scientific research. Under the prerequisite of trust and honesty, we should take the quantity, quality and performance of the scientific research as the guidance, decentralize power and transfer profits, reduce burden and optimize management. We will give full play to the enthusiasm and initiative of scientific researchers, enhance their capabilities, vitality and motivation, improve the level of scientific research, the quantity and quality of scientific research output, the conversion rate and performance of scientific research achievements, and better serve the transformation of new and old driving forces and local economic and social development of Shandong Province.
HU Xingyu mainly interpreted 10 main breakthrough points of the reform: simplifying the budget making of scientific research projects funds; implementing the responsibility system for scientific research projects funds; liberalizing relevant expense reimbursement standards and restriction conditions; purchasing scientific research instruments, equipment and consumptive materials by oneself; choosing the settlement method by oneself; regarding horizontal scientific research projects as reception expenses; allocating surplus funds of horizontal scientific research projects by oneself; endowing scientific research personnel with title and scientific research achievements of ownership or long-term use right; expanding the proportion of the transformation from scientific research achievements to the income of scientific research personnel and simplifying the calculation method; improving management method and reducing the burden of scientific research personnel.
The relevant heads of Science and Technology Department, Social Science Department, Asset Management Department and Planning and Finance Department respectively made detailed interpretation and explained the changes.
ZHANG Tiezhu, president and deputy secretary of the Party Committee of SDUT, made a speech. He pointed out that the reform of scientific research system and mechanism would start from the most concerned, direct and realistic problems of scientific researchers, to solve the problems, overcome the difficulties, relieve pain points and eliminate the unknown, and strive to truly solve the problems that scientific researchers are worried, upset and anxious about, deeply stimulate the innovation vitality and development momentum of scientific researchers, and promote the high-quality and connotative development of SDUT, which will surely play an important role in promoting scientific research for SDUT in the future.
Zhang Tiezhu stressed that scientific researches of SDUT should be guided by the social needs, we should do a good job in Four Integration, namely industry-education integration, school-city integration, military-civilian integration, international joint education, and vigorously promote the transfer and transformation of scientific and technological achievements. We should face up to the problems and make up for the shortcomings, constantly improve our scientific research ability and level, and make scientific research an important supporting force for discipline construction and personnel training.
Finally, LYU Chuanyi, Secretary of the Party committee of SDUT, made a concluding speech. He said that SDUT attached great importance to the reform of scientific research management system and mechanism, and it was the first time in the history of SDUT that such a large-scale publicity and interpretation of relevant scientific research documents were made to scientific researchers. As the core and main force of science and technology research of SDUT, all of you here should carefully study six documents and thoroughly understand the sprits, so as to make greater contributions to the scientific researches of SDUT.
In order to better implement the spirits of relevant documents on the reform of scientific research system and mechanism, LYU Chuanyi stressed that, firstly, we should understand the significance of scientific research management reform. This reform is a concrete measure to implement the scientific research requirements of the Central Committee of the CPC, the State Council, the provincial committee of the CPC and the People’s Government of Shandong Province, and to promote the development of SDUT and strengthen the implementation of the work. It is also the specific step of remaining true to our original aspiration and keep our mission in mind.
Secondly, we should implement the measures of scientific research management reform. All schools and research institutes shall organize scientific researchers to conscientiously and thoroughly study these six documents in effective ways, understand the specific measures in depth, and make clear the meaning and requirements of each clause. On the basis of deep learning and thorough study, scientific researchers should make good use of scientific research policies accurately and never forget to let scientific research enhance teaching, so as to effectively improve the quality of personnel training and better contribute to strengthening moral education and cultivating people.
Thirdly, we should abide by the discipline of scientific research. The reform is for the convenience of researchers, while arbitrariness is not allowed. Scientific researchers, especially the project leaders, should be honest, and shall never cheat, violate scientific research ethics and work discipline, and never touch the red line and bottom line. Relevant departments should strengthen supervision and inspection through random sampling and other methods to ensure that scientific researchers want to do something, can do something and do not involve in something trouble.
The six documents are: the Administrative Measures for Scientific Research Projects of SDUT (Trial Implementation), the Administrative Measures for Funds of Scientific Research Projects of SDUT (Trial Implementation), the Administrative Measures for Indirect Expenses of Scientific Research Projects of SDUT (Trial Implementation), the Detailed Rules for Reimbursement of Scientific Research Projects of SDUT(Trial Implementation), the Detailed Rules for Procurement of Scientific Research Instruments, Equipment and Materials of SDUT（Trial Implementation),Interim Administrative Measures for the Transfer and Transformation of Scientific and Technological Achievements of SDUT. The six documents were formulated under the leadership of the special group for the reform of the scientific research system and mechanism of SDUT. During the formulation, LYU Chuanyi, Secretary of the Party committee of SDUT, and ZHANG Tiezhu, president and deputy secretary of the Party Committee of SDUT, put forward some several guiding opinions for several times. After doing careful investigation, making collective research and discussion, and soliciting opinions from all parties, the document had been revised six times and was finalized after the study by the Standing Committee of the Party committee of SDUT.
