SDUT held a meeting on the all-out effort to enforce strict party discipline and the construction of party conduct and of a clean and honest government in the lecture hall of No.3 teaching building, conveying the spirit of the video conference on Seeing Party self-governance exercised fully and with rigor in the national and provincial education systems, summarizing and planning the work of comprehensively governing the Party with strict discipline, improving Party conduct and upholding integrity of SDUT on May 29th.
The meeting was held in the form of video, with main venue and branch venue. LYU Chuanyi, HU Xingyu, LIU Guohua, ZHANG Xiangyun, WANG Libin, WEI Xiuting, ZHANG Jinsheng, LIU Mingyong and ZHANG Siling, members of the leading group of the Party committee of SDUT, as well as the president’s special assistant, heads of all functional departments and directly affiliated units, secretaries and presidents of the general Party branch of each school, attended the main venue meeting. Cadres at or above the section level and all Party branch secretaries who did not attend the meeting in the main venue participated in the branch meeting. The meeting was presided over by HU Xingyu, deputy secretary of the Party committee of SDUT.
ZHANG Jinsheng, member of the Standing Committee of the Party committee, Secretary of the discipline & inspection commission and commissioner of supervision of SDUT, conveyed the spirit of the video conference on the comprehensive and strict governance of the Party in the national and provincial education system. ZHANG summed up the work from seven aspects, focusing on the overall strict governance of the Party and the construction of a clean and honest government of SDUT in 2019. At the same time, he objectively and deeply analyzed the weak links and deficiencies showed in the process.
ZHANG Jinsheng made arrangements and put forward requirements for the implementation of the task of comprehensively strengthening Party discipline, improving Party conduct and upholding integrity in 2020. First, we should grasp the “bull nose” of the main responsibility and seek a breakthrough in consolidating the main responsibility. Second, we should concentrate on the “guiding standard” of style construction and make further efforts in strengthening the style construction. Third, we should regard key areas and key minorities as the “key point” and make great efforts to promote supervision and inspection as a whole; fourth, we should make good use of the “sharp sword” of discipline and law, and make new progress in strict discipline and accountability; fifth, we should polish “underpainting” of the mission and prepare the “warning tape” of self-discipline, and make new achievements in the construction of discipline inspection and supervision team.
LYU Chuanyi, secretary of the Party committee, made a speech and put forward three requirements on how the Party organizations and the Party members and cadres at all levels of SDUT can implement the responsibility of comprehensively strengthening Party self-discipline.
Firstly, we should be clear about our responsibilities. The first thing to know was the responsibility. Party organizations and cadres at all levels of SDUT should learn to fully understand the contents of the Provisions on the Principal Responsibility of Party Committees (Party Group)for Comprehensively Governing the Party with Strict Discipline, and creatively implement the decision-making and deployment of the central and provincial Party committees and the specific requirements of the Party committee of SDUT in combination with the actual work.
Secondly, we should fulfill our responsibilities. That was to say, we should dedicate to perform our responsibility. Party organizations and Party cadres at all levels of our school should not only be responsible in their hearts, but also take responsibility in their actions. We should never only know responsibilities but not seriously implement them.
Thirdly, we should hold accountable if we fail to take responsibility. In other words, if we don’t shoulder our due responsibilities, we should be blamed. We should keep the bottom line against the negative list listed in the Regulation on Party Accountability and resolutely refrain from violating it.
As for the implementation of the spirit of this meeting, HU Xingyu pointed out that, first, we should improve our political position and earnestly implement the spirit of the higher level meeting and this meeting. Second, we need to strengthen the primary responsibility and implement the tasks of seeing Party self-governance exercised fully and with rigor, improving Party conduct and upholding integrity. Third, the word “strict” should take as the first principle to promote the high-quality development of SDUT with the new achievements of the overall strict management of the party and the construction of a clean and honest government.
