On October 25th, SDUT’s 14th Five-Year Development Plan Outline was issued after research and approval, requiring all departments and schools to earnestly implement and organize in accordance with their own responsibilities and actual conditions.
The Outline determines the fundamental guidelines and work ideas for development during the “14th Five-Year Plan”, defines the overall goal of the construction and development by 2025 and details the specific status and quantitative indicators to be achieved in various undertakings, on the basis of a comprehensive summary of SDUT’s achievements during the “13th Five-Year Plan”, in-depth study and judgment of the future development situation and profound analysis of its own deficiencies.
The Outline points out that the guiding ideology for school development during the “14th Five-Year Plan” period is to take Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era as the guide, follow the laws of higher education, implement the new development concept, integrate into the new development pattern. We will focus on national and regional major development needs, adhere to the fundamental task of strengthening moral education and cultivating people with high-quality connotative development as the theme, continue to deepen reform and innovation, vigorously carry out the strategy of strengthening superior disciplines and the talent priority strategy. SDUT should concentrate on the high-level professional technical team and high-level management service team, deeply promote the modernization of the governance system and governance capabilities, realize new leaps in talent training, scientific research, social services, cultural heritage and innovation, international cooperation and exchanges, and strive to build a high-level teaching and research university with distinctive characteristics, domestic first-class predominant disciplines and international influence.
The Outline puts forward that the overall goal of SDUT during the “14th Five-Year Plan” is to achieve one position, grasp two teams and improve four abilities. To achieve one positioning, that is, to achieve the goal of a high-level teaching and research university with distinctive characteristics, domestic first-class predominant disciplines and international influence. “Grasping two teams” refers to a high-level professional technology team and a high-level management service team. As for enhancing the four abilities, including the ability of students’ education, the ability of applying basic research, the ability of school-city integrated development and the ability of culture leading social development.
The outline defines the development strategy and major measures of SDUT during the “14th Five-Year” Plan: highlighting the fundamental tasks, increasing the first driving force, carrying out two strategies, optimizing four systems and implementing nine measures. That is, we will highlight the fundamental task of strengthening moral education and cultivating people, and take the effectiveness as the fundamental standard to examine SDUT. We will increase the first driving force of reform and innovation, and unswervingly take reform and innovation as the main tone throughout. The strategy of strengthening superior disciplines and talent priority strategy will be implemented; meanwhile, the talent training system, teacher development system, school operation system and condition guarantee system will be optimized. We will implement the discipline cohesion and focus plan, high-level teacher team construction plan, high-quality talent training plan, scientific research and innovation ability improvement plan, school-local integration development and upgrading plan, international cooperation and exchange expansion plan, cultural inheritance and innovation plan, governance system and governance capacity modernization plan and public service guarantee system construction plan.
In order to ensure the successful realization of the planning goals, the Outline clearly shows perfecting the support and guarantee measures from three aspects, including strengthening political, ideological and mechanism guarantee.
